Indian Prime Minister Manmohan Singh vowed on Saturday to press ahead with reforms to further liberalise the country's still inward-looking economy, undeterred by strong political opposition.
"Reforms are not a one-off process," says PM Manmohan Singh.
Singh's government announced in September a sudden blitz of reforms designed to open the retail, aviation and broadcasting sectors to more foreign investment and revive an economy in which growth stalled at around three-year lows."We will do what is good for the country... reforms are not a one-off process," Singh told reporters in New Delhi.
The reforms have prompted a coalition ally to pull out of the Congress-led government and a string of protests nationwide.
But they have been warmly greeted by business and investors, with the Indian currency hitting a five-month high of 52.49 rupees against the dollar Friday as more foreign investment has poured in.
Singh, who was speaking on the sidelines of the swearing-in of India's new chief justice, Altamas Kabir, did not outline what new steps he plans, but analysts expect him also to liberalise the insurance and other sectors.
The premier had no comment on a report by a government panel late Friday that warned India faced a "fiscal precipice" and called on New Delhi to phase out fuel, food and fertiliser subsidies to rein in a ballooning deficit.
"We cannot overemphasise the need and urgency of fiscal consolidation," the panel said, warning corrective moves were an "imperative necessity" as India's "external payment situation is flashing red lights".
Singh's left-leaning government is deeply wary of cutting subsidies, especially on food, in the still heavily poor country of 1.2 billion people, fearing a voter backlash in general elections due in 2014.
The panel headed by former Indian finance secretary Vijay Kelkar also called for stepping up sales of stakes in state-owned firmed and revamping India's archaic, patchwork tax system that drives up company costs.
India could find itself in a worse financial state than during 1991 balance-of-payments crisis when the country teetered on the edge of bankruptcy and was forced to seek a bailout by the International Monetary Fund.

I have a number of Historical Place Names in Maryland. A number of Place Names include "Parish". But I also have Churches that end in "Parish".
WARNING: Don't just move a lot of Place Names to the New Format, especially if you have Parishes and Parishes.
As I usually do, BEFORE I use the TreeSync? feature, I use the Compact File, using the Back Up feature, then SyncNow. This process has saved me several times during this clean up process.
CHANGE: Making sure that the Place Name, which is a Cemetery or Burial Ground, has either of those words in the Place Name.
In the past, prior to the 704 patch, I Cemeteries were in the Description Field.
I also use the Find-A-Grave website as a resource. So what I have decided, is to use the Find-A-Grave Cemetery Name for my Cemetery name in FTM2012. The biggest reason, is that each Cemetery in Find-A-Grave is unique, in Cemetery Name. I have not run into the SAME, exact, Cemetery Name listed twice. They may be there, but I haven't found them. So, the biggest change is using the Find-A-Grave Cemetery Name. I'll share my reasoning in a moment.
Each Find-A-Grave entry will help get the term Cemetery or Burial Ground as part of the "Description" now the Cemetery Name for the Place Name.
That is the first update.
Here is an example of how this change kept me out of trouble.
I have:
Saint Anne's Parish, Maryland
Saint Anne's Parish, Annapolis, Anne Arundel (county), Maryland
Saint Anne's Burial Ground, Annapolis, Anne Arundel, Maryland
The first is a Place Name. It may have been located in an area of Maryland where there was a? Parish by that name, but it is a Historical Place Name.
The second two places are Churches. The same church with a burial ground surrounding that Parish.
What is important to review, is the Events that take place in these three places.
BEFORE I make a change, I make sure that I have NO Burial Facts for "Saint Anne's Parish, Annapolis, Anne Arundel, Maryland". I should NOT have any other Facts in "Saint Anne's Burial Ground, Annapolis, Anne Arundel, Maryland" but Burials.
I will individually edit those person entries that are not right.
AGAIN, I do NOT Resolve this type of Place Name until AFTER the review of the Place Names.
For example:
Once the place has been Resolved, I will do ONLY a couple of place name resolves, then I will Back Up, Compact, and do the SyncNow.
When the Review of the Changes screen shows (TreeSync Log), I review that screen carefully. I want to make sure that the Expected Changes are there.
?What IF I get this far and see something isn't right. I CANCEL the Sync Process, then use the Edit, UNDO (the last transaction) to get back to where I was. IF that doesn't get me back to where I want to be, that is the data isn't right, I will do a File, Restore from the Previous Back Up.
Summary: Review the existing Place Name details, Do a small number of Resolve (moving Description to Place Name, Review AFTER the Resolve, Review the change after the Resolve was done, Back Up and Compact file, SyncNow and Review what is about to be done.
Remembering, that with 704, the Restore will link the restored file to the existing Ancestry Member Tree.

The home of Wichita City Council member and state Senate candidate Michael O?Donnell is going back on the tax rolls and his father?s church will get a bill for back taxes through 2010, the Sedgwick County Appraiser?s Office has ruled.
The Rev. Michael O?Donnell, pastor of Grace and father of the council member, said the church will refile a tax exemption request to the Kansas State Board of Tax Appeals, essentially appealing the appraiser?s ruling.
?
?We apologize that this situation has brought undo negative publicity to Councilman O?Donnell as he has more than met the requirements for his living in the home,? his father said. ?We look forward to appearing before the Kansas State Board of Tax appeals and presenting our situation.?
His son said the issue shouldn?t negatively affect the Kansas Senate bid.
?It started out as a political agenda from the Wisconsin atheists,? council member O?Donnell said. ?Nothing has changed with this issue being between the church and the county.?
[FFRF attorney Patrick] Elliott chuckled at the accusation.
?We?re an apolitical group, a nonprofit that does not get involved in elections or campaigns,? he said, ?but we are concerned about state-church issues, including churches abusing tax privileges, which was the case here.?
You would?ve thought the Christian pastor would have been quicker to remedy the situation instead of placing blame on others. It?s almost as if religion doesn?t make you an honest person? huh. Shocking.
Good thing the atheist group was ready to do the right thing when the Christians were trying to hide from the law.

VATICAN CITY (AP) ? The pope's once-trusted butler went on trial Saturday for allegedly stealing papal documents and passing them off to a journalist in the worst security breach of the Vatican's recent history ? a case that embarrassed the Vatican and may shed further light on the discreet, internal workings of the papal household.
In its first hearing in the case, the three-judge Vatican tribunal threw out some evidence gathered during the investigation of butler Paolo Gabriele, who is charged with aggravated theft. It also decided to separate Gabriele's trial from that of his co-defendant, a computer expert charged with aiding and abetting the crime.
Gabriele is accused of taking the pope's correspondences, photocopying the documents and handing them to Italian journalist Gianluigi Nuzzi, whose book "His Holiness: The secret papers of Pope Benedict XVI," was published to great fanfare in May.
Prosecutors have said Gabriele confessed to taking the documents because he wanted to expose the "evil and corruption" in the church. They quoted him as saying during an interrogation that he felt inspired by the Holy Spirit to inform the pope about the church's problems and that a "shock, even a media one, would have been healthy to bring the church back on the right track."
Nuzzi on Saturday wished Gabriele well, tweeting "Good Luck, courageous Paoletto, we're with you." He referred to Gabriele by the diminutive nickname used by the pope and other members of the papal household.
The trial inside the intimate, austere courtroom was the highest-profile case to come before the Vatican judiciary since the 1929 founding of the Vatican city state, the world's smallest sovereign state. Media from around the world converged on St. Peter's Square to cover the case, which has attracted attention not so much because of the content of the documents but because they were stolen from the pope's desk and leaked, allegedly by one of Benedict's closest assistants.
On Saturday, the court said the pope's personal secretary, Monsignor Georg Gaenswein, had been called as a witness, testimony that is sure to attract attention given that Gaenswein rarely speaks in public much less about the details of the tight-knit papal family of which Gabriele formed part.
Other witnesses include one of the four consecrated women who take care of the pope's apartment, a monsignor in the Vatican secretary of state, the No. 2 Swiss Guard commander and the head of the Vatican police force.
Judge Giuseppe Dalla Torre set the next hearing for Tuesday, when Gabriele will be questioned. He said he thought the whole trial could be wrapped up in four more hearings.
Gabriele faces up to four years in prison if he is convicted. He has already asked to be pardoned by the pope, something most Vatican watchers say is a given.
Gabriele, 46, appeared calm but tense during the 2 hour, 15 minute hearing, frequently crossing his hands or clasping them in his lap. He wore a light gray suit and tie.
He sat alone on a bench on one side of the courtroom, following the proceedings impassively. During a break in the hearing, he chatted with his attorney, Cristiana Arru, and greeted journalists with a nod and a smile as he entered and exited.
Arru raised a series of objections at the start of the hearing, only some of which were accepted by the court. One concerned two jailhouse conversations Gabriele had with the head of the Vatican police force without his lawyers present. The judges declared both inadmissible. The content isn't public.
Arru also sought access to the report of a commission of cardinals appointed by the pope to investigate the leaks alongside Vatican magistrates. The court denied the request.
The attorney for co-defendant Claudio Sciarpelletti successfully petitioned to have his client's trial separated from that of Gabriele. Sciarpelletti wasn't in the court Saturday and his trial date wasn't set.
Neither Gabriele's wife nor any of his three children attended the hearing. Space for the public was limited; eight of the 18 seats were taken up by the journalists who followed the proceedings and then briefed the rest of the Vatican press corps afterward.
The courtroom itself was spare, with wood paneling along the walls, a gilded crest of the Holy See in the ceiling, a photograph of Benedict over the prosecutor's chair and a crucifix over the chair of the presiding judge. It's located in a four-story palazzo tucked behind St. Peter's Basilica in the Vatican gardens.
Security was relaxed, with the guards at the tribunal entrance mostly concerned that none of the press or public brought in any recording devices: They even checked pens to make sure they couldn't record, and sequestered cell phones into safe boxes. No television or still cameras were allowed, except for Vatican media which filmed the first moments at the start of the hearing.
Given the content of the leaks and the Vatican's penchant for secrecy, the fact that the trial was open to the public and media might seem unusual. In fact, such trials in the Vatican's civil and penal tribunal are routinely public. They just don't happen very often or attract much attention. The Vatican's ecclesial courts on the other hand, which handle marriage annulments, clerical sex abuse cases and other matters of church law, remain firmly off-limits to outsiders.
In some ways, the willingness of the Vatican to proceed with the trial at all is an indication of its efforts to show new transparency in its inner workings. Benedict could have pardoned Gabriele as soon as he was arrested or charged, precluding any trial from getting off the ground. Instead he allowed the trial to go ahead, evidence of the "courage" the Vatican is showing to be more transparent, Vatican spokesman the Rev. Federico Lombardi has said.
He called such transparency unprecedented for the Vatican and likened it to the Holy See's recent decision to submit its financial institutions to outside scrutiny by the Council of Europe's Moneyval committee.

The charity bicycle tour Cops for Cancer were in South Delta Friday (Sept. 28) morning, visiting schools and raising awareness for the deadly disease.
The tour stopped at South Park elementary in Tsawwassen where the South Delta Leader took photographs of riders and school children.
Former South Park student Malcolm McQueen was on hand to hand out necklaces to the riders.
Malcolm, now a Grade 8 student at South Delta Secondary, says he was diagnosed with Neuroblastoma cancer when he was just two years old.
He's been cancer-free since 2004 and now works with the Canadian Cancer Society to help other people who going through treatment.
"I feel no one should really have to go through that," says Malcolm. "And I'll do my best to help."
Children with cancer receive bead necklaces while in hospital and the necklace grows as they receive their treatment, which is why the bicycle riders are given necklaces to demonstrate solidarity with those children.
The tour continued through Thrifty Foods in Tsawwassen, South Point Academy, and the Delta Police Department, before continuing to Langley, Abbotsford, Chilliwack and Hope tomorrow (Saturday).

This holiday has one important aspect ? family reunion. The essence of the holiday is returning of the spirits from the afterlife with the purpose of spending time with their families and friends. The living invite the spirits of the family to return home for a few hours of laughter, tears and memories. They are usually attracted by the scent of marigold flower that helps them find the right direction. Some families make paths of the petals that lead out of the cemetery and to the house to guide the spirits. A cross of marigold petals is formed on the floor so that when the spirit approaches the altar, steps first on the cross and expel his guilt.
The main altar is placed in family homes, where one room is especially reserved for that purpose. They can be made in levels. Some are made with two levels, symbolizing heaven and earth, some with three symbolizing heaven, purgatory and earth and there are those with even seven levels, representing steps a soul has to make so it can go to heaven. Once the altar preparations start, a designated area of the home is cleared of its normal furnishings. The arrangement often consists of a table and several overturned wooden crates placed in tiers and covered with clean linens. The offerings are then laid out in an artistic and fairly symmetrical fashion. The smell of burning incense and the light of numerous candles are intended to help the departed find their way.
Symbols and aromas places on the altar represent different things, so symbol of the harvest represent the earth. People fill bowls with corn, fruit or something else that has a certain importance for them and symbolizes the earth.? Candles represent fire, helping the souls to come home safely. The wind is represented with papel picados that wave in the breeze.? Water is prepared for the refreshment of the tired souls. Main directions are marked by four candles, placed on the top level. Most of the altars are filled with the favorite foods, sweets, drinks and harvest fruits of each family spirit, but some things are common for all of them: water to quench the thirst and for purification, salt to season the food and for purification, bread to represent the food needed for survival and a washbasin, soap, towel, mirror and comb are placed nearby so the spirits can clean up when they return.
A candle is lit for each dead family member and one extra so that no one is left out. The candles, which represent hope and faith, burn during the night, so that there is no darkness.

TORONTO (AP) ? Ivan Nova didn't do much to help his case for a spot in the Yankees' potential playoff rotation. If anything, he made New York's path to the postseason a little tougher.
Brandon Morrow and two relievers combined on a five-hitter, pitching the Toronto Blue Jays to a 6-0 victory over Nova and the Yankees on Thursday night that trimmed New York's lead in the tight AL East.
Edwin Encarnacion had three hits and three RBIs. Brett Lawrie hit a two-run homer and J.P. Arencibia added a solo shot as the Blue Jays handed an assist to idle Baltimore, shaving New York's division lead over the Orioles to one game.
The Yankees lost for the third time in five games and wasted a chance to go two up with six to play.
"We know what's at stake right now and we've just got to go out there and keep picking up wins," Nick Swisher said. "We've got a little six-game playoff race."
Making his third start since missing 14 games with a sore right shoulder, Nova (12-8) allowed four runs and six hits in 4 2-3 innings. He walked two and struck out four.
"I'm not pitching the way I want and I'm not getting the result I want, so that's not good," Nova said.
Knocked out in the third inning of his previous start, Nova has not won back-to-back outings since a five-start winning streak from May 25 to June 17. The 87 extra-base hits off him are the most yielded by any big league pitcher.
"He just hasn't had the command, that's the bottom line," manager Joe Girardi said.
Nova insisted he's not worried about his future in New York's rotation, but acknowledged his struggles are starting to wear on him.
"Especially right now, the position we're in, I'm not feeling good about it," he said. "We want to win every day and I'm not doing that."
Morrow (9-7) scattered four hits over seven innings, walked three and struck out three to win for the first time in five starts.
Swisher said Morrow kept the Yankees off balance with an assortment of off-speed pitches, not just a blazing fastball.
"It didn't seem like he was really raring back tonight," Swisher said. "It felt like he was pitching. He was throwing a lot more cutters than I remember, a lot more changeups, breaking balls, things like that, rather than that flat 96 (mph). He did a good job."
Yankees catcher Russell Martin said Morrow was aggressive in the strike zone.
"Every time you're in there it feels like you're behind in the count," Martin said.
It was Morrow's longest outing since returning from the disabled list Aug. 25 after missing 65 games with a strained muscle in his left side.
"You always want to try and finish up strong," Morrow said. "It takes a little while to get back into a groove (after an injury) but I've felt good the whole time."
Brad Lincoln worked the eighth and Darren Oliver finished for the Blue Jays, who have won three of four following a seven-game losing streak.
Morrow got some help from his defense after Robinson Cano's one-out single in the fourth. Rookie left fielder Anthony Gose crashed into the wall to haul in a deep drive from Swisher, then threw the ball into second baseman Kelly Johnson, who doubled off Cano at first.
"(Cano) probably got a little bit too far, but it's a great play by Gose," Girardi said.
Cano doubled to begin the seventh and Swisher walked but Morrow fanned Curtis Granderson, then got Martin and Raul Ibanez to fly out.
Nova ran into trouble after walking Gose to begin the fourth. Lawrie followed with an opposite-field homer to right, his 10th of the season and first since July 22.
Gose led off with a single in the fifth, went to second on Lawrie's groundout and moved to third on a bunt single by Colby Rasmus. That brought up Encarnacion, who drove in both runners with a double into the right-field corner.
Even with the infield drawn in, New York couldn't stop Toronto from making it 5-0 against Derek Lowe in the seventh when Lawrie scored on Encarnacion's grounder to shortstop. Arencibia capped the scoring with a second-deck homer off David Aardsma in the eighth, his 18th.
Blue Jays shortstop Yunel Escobar was greeted with a smattering of boos during his first home game since wearing eye-black with an anti-gay slur. A few fans booed when Escobar's name was announced as the lineups were read before the game. There was a mix of boos and cheers as Escobar batted in the bottom of the first, lining out on Nova's first pitch.
"The three years I've been here in Toronto the fans have been great to me," Escobar said through a translator. "They know how hard I work and I give everything on the field. I made a mistake. I'm sorry for it."
Escobar's subsequent at-bats drew almost no reaction from the crowd of 23,060.

Guam - DOE? Deputy Superintendent Taling Taitano told PNC News this afternoon [Friday] that the health insurance rebate checks will be hand delivered to the schools on Monday.
The rebates are required under President Obama's Affordable Health Care act which requires health insurers to spend at least 80 to 85% of premiums on providing actual health care and mandates reimbursements to subscribers if they exceed what's called the Medical Loss Ratio [MLR].Guam DOE's share of the roughly $8-million dollar rebate received from Calvo's Selectcare is about $430-thousand dollars.
Earlier this week DOE officials said that they hoped to have them in the hands of employees by yesterday, Thursday, but ongoing glitches with their new check processing software has caused unexpected delays.
Taitano explained that they first processed the checks in "training module" on their new system, and it worked. But when they tried printing out the checks "live" something went wrong. They had to consult with their off island IT provider and they were finally able to work out the kinks today [Friday].
"We are cutting the checks as we speak," said Taitano. "They won't be put in the mail, we will hand deliver them to the schools on Monday," she said.

1. Whisk all ingredients together and set aside for flavors to blend.

Strain vinaigrette to remove lime zest. Stir in cilantro.

1 medium onion, minced
2 tablespoons coconut oil or grass fed butter
2 cups tomato puree (make your own using 4 large tomatoes pureed in a food processor)

2 tablespoons chili powder
1/2 teaspoon cumin
1/2 teaspoon dried oregano
1/2 teaspoon sea salt
1 pound seafood of choice such as wild caught cod, shrimp, or crab (or other protein like shredded chicken or ground beef)
1.?Preheat oven to 375.
2. Saute the onions in the coconut oil or butter until limp.
3. Add the tomato puree, garlic, chili powder, cumin, oregano and salt. ?Mix well and let simmer for 20 minutes, stirring often.
4. Pour the sauce into a food processor and process until smooth.
5. Cover the bottom of a glass baking dish with the seafood. ?Pour the enchilada sauce over the seafood, cover tightly with aluminum foil and back for 10-12 minutes or until the seafood is cooked.
6. Serve with sliced avocados, lime wedges, and cilantro.

Spending within the U.S. Communications Industry will increase 5.2% in 2012 to reach $1.189 trillion as consumers and businesses increasingly embrace digital technology and return to spending levels not seen since before the recent worldwide economic downturn, according to the 2012 Forecast released by Veronis Suhler Stevenson (VSS).
The 26th edition of the VSS Communications Industry Forecast 2012-16 found that U.S. Communications Industry spending grew 4.4% in 2011 to $1.129 trillion despite a sluggish economy in which nominal Gross Domestic Product expanded 3.9%. Spending rose at a compound annual growth rate (CAGR) of 2.7% in the 2006-2011 forecast period, surpassing GDP by a 0.3 percentage point. VSS expects the Communications Industry to grow at a 5.2% CAGR to $1.455 trillion by 2016, almost two times the growth rate during the past five years. At that pace, the Communications Industry will remain the fifth-largest industry among 15 economic sectors in 2016.
Once seen as a trend in only selected pockets of the U.S. Communications Industry, digital communications and services ? encompassing content, technology and user access ? has firmly established itself as the driving force of growth across all of its sectors, segments and subsegments. Through the use of ever-evolving platforms and channels, digital is giving a rising number of communications companies the power to more effectively target and connect with both consumer and business customers. Digital communications? growing influence is also witnessed in media consumption rates. Among institutional users, daily media consumption rose 5.3% in 2011 to 1 hour, 41 minutes and 2 seconds per employee, propelled by increased use of business information outside the office through wireless devices. Meanwhile, time spent by persons age 12 and above accessing consumer and business mobile content soared in 2011, rising 46.7% to 15 minutes and 7 seconds daily per person. VSS attributed the jump to increased penetration of wireless devices ? including smartphones, computer tablets and e-readers ? among consumers and institutions.
Media consumption has leveled out, but consumer and business mobile content are taking strong hold. During the forecast period, VSS expects media that exhibited deep declines during the substitution-caused shift to digital platforms, such as Recorded Music and Books, will stabilize as the digital segments of those industries account for the majority of units sold. Technological advancements will continue to drive growth in the consumption of institutional business media, with more companies providing employees with computer tablets and e-readers. Digital communications platforms exist throughout all six Industry Sectors. Traditional Marketing spending will grow 4.2% in 2012 to $75.91 billion, buoyed by political campaign spending in certain segments and subsegments, including Public Relations & Word-of-Mouth Marketing, and Promotional Products. Even-year political and Olympics spending on Broadcast Television and accelerated growth in Broadcast & Satellite Radio and Out-of-Home Media will drive the gain. Broadcast TV, Broadcast & Satellite Radio, and Out-of-Home Media will also drive a 2.1% CAGR in the forecast period. Newspapers, Magazines and Local Consumer Directories will continue to struggle during the forecast period.
Key Trends in Forecast Period for Revenue Streams
All four Revenue Streams ? Advertising, Marketing Services, Consumer End-User and Institutional End-User ? are projected to see positive CAGR in the forecast period, with Advertising posting the largest CAGR at 6.1%. The slower growth will come in spending on items such as home video, box office, books, newspapers and magazines, adding further weight to digital communications? influence and growing impact on the overall picture. Digital will continue to play a key role in the faster-moving Revenue Streams in the forecast period.
VSS projects spending in the Advertising Revenue Stream will grow 5.9% in 2012 to $200.76 billion ? driven by political and Olympics spending on Broadcast Television; growing interest by advertisers in lower-cost Subscription Television; accelerated gains in Out-of-Home Media and double-digit growth in internet, mobile and entertainment media. Advertising spending will posted a 6.1% CAGR in the forecast period to reach $255.23 billion in 2016. This will be fueled in part by three years of Olympics and political ads, and the ongoing shift to alternative advertising, including digital Out-of-Home Media and the brand-related internet and mobile platforms of traditional communications.
Institutional End-User spending is projected to grow 6.0% to $546.63 billion in 2012, with a 5.8% CAGR in the forecast period, reaching $682.41 billion in 2016. Gains in 2012 and the forecast period will come from growth in Business & Professional Information, Business & Professional Services, TV programming, B-to-B live events and related digital platforms, and Outsourced Corporate Training.
Spending in the Consumer End-User Revenue Stream is expected to increase 3.7% to $237.29 billion in 2012, and post a 4.2% CAGR in the forecast period to reach $281.20 billion in 2016, primarily as a result of consumer spending on pure-play and related traditional digital platforms, enhanced Subscription TV services and satellite radio. In the latter part of the forecast period, new console videogame titles will also contribute to growth as the next generation of hardware is released.
Marketing Services spending will increase 4.4% in 2012 to $203.98 billion, and post a 3.9% CAGR in the forecast period to reach $236.16 billion in 2016. VSS projects higher spending on alternative marketing vehicles such as Branded Entertainment and Word-of-Mouth Marketing will lead to increased face-to-face engagement with consumers and drive a return on investment.
